Q. How are contractor payments made in CPWD? (Asked in CPWD Department Examination for Junior Engineer/Section Officer (Hort.) June 2025)

Ans: Contractor payments in CPWD are generally made through Running Account Bills, Advance Payments, Secured Advances and Final Payments, based on work done, measurements recorded in Measurement Books (MB), and verification by competent authorities. Payments are passed and paid as per prescribed CPWD accounting procedure and contract conditions.

CPWD में Contractor Payments कैसे किए जाते हैं?

CPWD में contractor को payment generally different types of bills और prescribed accounting procedure के basis पर किया जाता है। Payment हमेशा actual work done, recorded measurements और verification के बाद ही release की जाती है।

Contractor payments मुख्य रूप से निम्न forms में किए जाते हैं:

• Running Account Bills (RA Bills)

• Advance Payments

• Secured Advances

• Final Payments

Running Account Bills (RA Bills)

जब work ongoing होता है, तब contractor को time-to-time payment देने के लिए Running Account Bills prepare किए जाते हैं। यह payment उस work quantity के basis पर होती है जिसकी measurement Measurement Book (MB) में properly record की गई हो।

Measurement Book (MB) का Role

Measurement Book यानी MB, CPWD works accounting का बहुत important document होता है। इसमें executed work की measurements record की जाती हैं। Contractor payment का main basis यही measurements होती हैं।

Without proper measurement and verification, payment normally pass नहीं की जाती।

Advance Payments

कुछ special situations में contractor को advance payment भी दी जा सकती है, subject to contract conditions और prescribed procedure।

Secured Advance

जब contractor site पर material लेकर आता है, तब certain conditions fulfill होने पर उस material against secured advance allow किया जा सकता है। इसका purpose contractor को temporary financial support देना होता है।

Final Payment

जब पूरा work complete हो जाता है और final measurements तथा verification हो जाती है, तब Final Bill prepare करके अंतिम payment की जाती है।

Verification and Approval

हर payment competent authorities द्वारा check, verify और pass की जाती है। Payments CPWD accounting procedure, contract conditions और prescribed provisions के अनुसार ही release होती हैं।

इस पूरी process का उद्देश्य यह सुनिश्चित करना होता है कि:

• payment केवल actual executed work के लिए हो,

• measurements properly recorded हों,

• Government funds का proper control बना रहे,

• और transparency तथा accountability maintain हो।
